Chapter I General Provisions

Article 1 These Measures are formulated in accordance with the "Law of the People's Republic of China on Production Safety" and the "Regulations on Emergency Response to Production Safety Accidents" and other laws and regulations, in light of the actual conditions of this province, for the purpose of regulating the emergency response to production safety accidents and safeguarding the safety of people's lives and property.

Article 2 These Measures shall apply to the emergency work of production safety accidents within the administrative area of this province.

Article 3 The emergency work of production safety accidents shall follow the principles of putting people first, providing aid scientifically, taking responsibility at different levels and giving priority to local management.

Article 4 The people's governments at or above the county level shall strengthen the leadership of the emergency work of production safety accidents within their respective administrative areas, incorporate the emergency work of production safety accidents into the special plan for production safety, ensure the investment of funds, coordinate emergency resources and establish a unified command, coordinated and orderly and responsive emergency management mechanism.

The people's governments of towns and sub-district offices shall strengthen the supervision and inspection of the emergency work of production safety accidents of the production and business operation entities within their respective administrative areas, and assist the relevant departments of the people's governments at higher levels in performing their duties of emergency supervision and administration of production safety accidents according to law.

The residents' and villagers' committees shall assist the township people's governments and sub-district offices in making good preparations for the emergency work of production safety accidents.

Article 5 The emergency management departments of the people's governments at or above the county level shall, according to law, exercise comprehensive supervision and administration of the emergency work of production safety accidents within their respective administrative areas; Other departments responsible for the supervision and administration of production safety shall, within the scope of their respective duties, make a good job of the emergency work of production safety accidents in relevant industries and fields.

Article 6 The production and business operation entities shall strengthen the emergency work of production safety accidents, establish and perfect the responsibility system for emergency work of production safety accidents, perfect the emergency organization system, scientifically work out emergency preplans, equip themselves with necessary emergency and rescue equipment and materials, carry out emergency drills regularly, and carry out emergency and rescue work according to law after accidents occur.

The main person-in-charge of the production and business operation entities shall be fully responsible for the emergency work of production safety accidents; Other responsible persons shall be responsible for the emergency work of production safety accidents within the scope of their respective duties.

Article 7 The people's governments at or above the county level and the relevant departments and the media shall take various forms to carry out publicity and education on the emergency response to production safety accidents so as to improve the ability of the whole society to avoid accidents and to save each other for themselves.

Article 8 The emergency management departments of the people's governments at or above the county level shall, together with the relevant departments, establish an emergency rescue information system for production safety accidents, comprehensively make use of big data, cloud computing and other information means to realize data integration, dynamic update and information sharing, and improve the information management, command and emergency rescue capabilities.
